What Time is Arrive 'After' 4:30 Really Mean

Spencer's friend recently invited him over for dinner and said to come over 'anytime after 4:30'. So, Spencer arrived at 4:30. Then he realized his friend really meant something more like 4:40 or so for Spencer to arrive.

Megan says since she's usually running behind, 15 minutes after the given time is probably good, but showing up right at 4:30 when someone says after 4:30 is kind of rude.

So now, Spencer and Megan have no idea when they're supposed to arrive places.

What time do you show up when someone says to show up 'after' a certain time?
