State Rep. Paul DeMarco (R-Homewood) and Gary Palmer advanced to the Republican Party runoff, in the race to succeed retiring U.S. Rep. Spencer Bachus (R-Vestavia).   DeMarco received 32-percent of the vote to Palmer's 20-percent.    State Sen. Scott Beason (R-Gardendale) finished in third place with 15-percent.    Chad Mathis and Will Brooke finished close behind, in fourth and fifth places, respectively.   In contrast to the primary campaign, which was marked by negative attack ads, mainly by the Mathis campaign, the runoff was expected to be more positive.   Both DeMarco and Palmer pledged to run issues-oriented campaigns.    The runoff is July 15.
